Updated Medicaid Transportation Guidance and What it Means for Transit Agencies and State DOTs

In September 2023, the Centers for Medicare & Medicaid Services (CMS) released the Medicaid Transportation Coverage Guide, which outlines the agency’s official guidance for the provision of Non-Emergency Medical Transportation (NEMT). The Guide provides many items of note for transit agencies seeking to provide Medicaid NEMT. During this webinar, Robbie Sarles, President of RLS & Associates, Inc., will review key elements in the Guide, what it means for public transit, and how it can be a tool for transit agencies and state DOTs. The CMS Guide also embraces cost principles articulated in the Coordinating Council on Access and Mobility (CCAM) Cost Sharing Policy Statement. These principles may pose challenges to traditional approaches to pricing NEMT services provided under contract to a state or local Medicaid agency or NEMT broker. Ms. Sarles will discuss federal efforts to develop new procedures for identifying the fully allocated cost of NEMT services consistent with CCAM principles.
